Construction tenders in South Africa are gated by Construction Industry Development Board registration. A contractor is graded within a class of works, and that grade caps the contract value they may tender for. It is an eligibility rule, not a scored preference: bidding above your grade wastes the submission entirely.

Grades and classes

Registration has two dimensions. The class of works describes what you do, with civil engineering, general building, electrical and mechanical each having their own designation. The grade, running from 1 upward, describes the contract value you are considered capable of delivering.

The advert states the minimum grading required, in the form of a number and a class. Confirm the current value ceiling for a grade against the CIDB itself rather than an older article, because the caps are revised.

How grading is assessed

Your grade is set by financial capability and by evidence of works completed. That produces a chicken and egg problem for new contractors: you need completed contracts to move up, and grading to win them.

The two ways through

Subcontracting builds works evidence without requiring the grade yourself, and contracts above a set value carry subcontracting obligations that make prime contractors actively look for partners. Joint ventures let a combined submission access a higher grade than either party holds alone.

Neither is a workaround. They are how the system is designed to bring contractors up, and routine road maintenance contracts in particular are structured around them.
