Municipal supply chain management runs under the MFMA: purchases above R200,000 must go out as advertised competitive bids, written quotations cover the band below, and evaluation follows the 80/20 preference point system (90/10 above R50 million). Bidders need CSD registration (municipalities draw quotation suppliers from it by commodity code) plus a SARS tax pin, B-BBEE documents, municipal rates clearance or lease declaration, and CIDB grading for construction.
