Appointment of a Panel of Service Providers to Render Compliance, Governance, and Assurance Services on an As-and-When-Required Basis for a Five (5) Year Period

Air Traffic and Navigation Services (ATNS) Company Limited is inviting bids for the appointment of a panel of service providers to render compliance, governance, and assurance services. This is for an as-and-when-required basis over a five-year period. The panel will support ATNS in maintaining regulatory compliance, fostering corporate governance, and strengthening its control environment. Key services include monitoring compliance, conducting maturity assessments, providing advisory services, enhancing policies and controls, delivering training, and supporting investigations. Bidders must meet specific experience and qualification criteria. Submissions are required by 11 November 2026, 11:00 CAT, either online via the e-Tender system or as hard copies. A compulsory briefing session will be held on 13 October 2026 at 12:00 CAT via Microsoft Teams.

Scope of work

• Monitor and assess compliance with laws, regulations, and internal policies, identifying gaps and recommending actions. Track compliance obligations and regulatory changes.(Volume 1A.docx, section Scope Of Work)
• Conduct compliance maturity assessments against frameworks like GACP, evaluate compliance function effectiveness, and develop improvement roadmaps.(Volume 1A.docx, section Scope Of Work)
• Provide expert advisory on governance, compliance management, and risk integration, advising on emerging regulations and promoting ethical leadership.(Volume 1A.docx, section Scope Of Work)
• Develop, review, and update policies, procedures, and compliance frameworks, ensuring alignment with PFMA and King V, and strengthening internal controls.(Volume 1A.docx, section Scope Of Work)
• Design and deliver training programmes and awareness sessions to build internal capability and promote a culture of compliance, accountability, and ethical conduct.(Volume 1A.docx, section Scope Of Work)
• Prepare and present compliance reports, dashboards, and metrics to Management, Committees, and the Board, reporting on risks, breaches, and remediation.(Volume 1A.docx, section Scope Of Work)
• Support investigations into non-compliance, including irregular, fruitless, and wasteful expenditure, conducting root cause analysis and assisting with audit responses.(Volume 1A.docx, section Scope Of Work)

• Submissions must be made via the National Treasury e-Submission (e-Tender) system or as hard copies. Hard copy submissions must include one original, one copy, and one PDF version on USB. Submissions sent via email will not be accepted.
