THE APPOINTMENT OF A SERVICE PROVIDER FOR THE PROVISION, IMPLEMENTATION AND SUPPORT OF A WEB- BASED ELECTRONIC PERFORMANCE MANAGEMENT SYSTEM AND RELATED REQUIREMENTS FOR CEDERBERG MUNICIPALITY
