Scope of work

• Review and update the MAPSEZ Master Plan to reflect current conditions and future development requirements, producing a costed, phased, and implementable Revised Master Plan.
• Assess existing infrastructure capacity and future requirements, including roads, water, sanitation, electricity, and ICT.
• Evaluate transport, rail, intermodal, and logistics planning, including road connectivity, freight movement, and rail branch line concepts.
• Assess economic sectors, investor demand, and development potential, aligning with national and provincial strategies.
• Develop realistic development scenarios, recommend a preferred Revised Master Plan, and provide concept designs, costing, and funding models.
• Prepare an integrated implementation programme, including project pathways, timing, costs, dependencies, and responsibilities.
• Integrate environmental, sustainability, climate resilience, and socio-economic development considerations into the plan.
• Develop a digital infrastructure plan, considering smart city applications, IoT, and cybersecurity.
