APPOINTMENT OF A SERVICE PROVIDER TO DEVELOP A COMPETENCY KNOWLEDGE, SKILLS AND ATTRIBUTES FRAMEWORK AND ASSESSMENT TOOLS FOR THE NATIONAL RESEARCH FOUNDATION
