FOR THE PROVISION AND IMPLEMENTATION OF A DEDICATED LEARNING MANAGEMENT SYSTEM (LMS) TO DELIVER THE GENERAL AVIATION ACCIDENT REDUCTION INITIATIVE (GAARS) FOR A PERIOD OF TWO (2) YEARS.
