REQUEST FOR PROPOSALS FOR THE APPOINTMENT OF A TERMINAL OPERATOR TO DESIGN, FINANCE, DEVELOP, CONSTRUCT, OPERATE, MAINTAIN AND TRANSFER A SMALL TO MEDIUM SCALE LIQUIFIED NATURAL GAS (LNG) IMPORT TERMINAL FOR A CONCESSION PERIOD OF TWENTY-FIVE (25) YEARS AT THE PORT OF EAST LONDON

Transnet SOC Ltd is inviting proposals for a terminal operator to design, finance, develop, construct, operate, maintain, and transfer a small to medium scale Liquified Natural Gas (LNG) import terminal. The terminal will be located at the Port of East London, 1 Hely Hutchinson Road, Quigney, East London, 5201. The concession period is twenty-five (25) years. This is a Request for Proposal (RFP) process. A compulsory briefing session will be held on 2026-09-29 at 10:00. Proposals must be submitted by the closing date of 2027-02-22 at 16:00.

Scope of work

• Design, finance, develop, construct, operate, maintain and transfer a small to medium scale liquified natural gas (LNG) import terminal.
• The terminal will be located at the Port of East London, 1 Hely Hutchinson Road - Quigney - East London - 5201.
• The concession period for the terminal operation is twenty-five (25) years.
