The Independent Development Trust (IDT) is the state's social infrastructure implementing agent: government departments appoint it to deliver schools, clinics, courts, community centres and sanitation programmes, and the IDT then tenders that work out to contractors and professional teams. Its adverts are heavily construction-flavoured: building contracts across every province, often in rural districts, plus consulting appointments for architects, quantity surveyors, engineers and health-and-safety agents, and programme-level social facilitation services.

Because the IDT implements for departments like Basic Education, Health, Justice and Public Works, its contracts frequently target emerging contractors: CIDB gradings from 4GB to 7GB dominate, and many programmes carry explicit contractor-development or local-labour requirements.
