Invitation to tender

An invitation to tender (ITT) is the formal advert with which a government buyer opens a contract to competition. Each invitation states who is buying and what for, the bid number, where to collect or download the tender document, the briefing session details (and whether attendance is compulsory), the submission address and method, and, most critically, the closing date and time, after which no bid is accepted for any reason. The tender document behind the advert adds the specifications, conditions of contract, evaluation criteria and the SBD returnable forms your bid must include.
