An invitation to tender (ITT) is the formal advert with which a government buyer opens a contract to competition. Each invitation states who is buying and what for, the bid number, where to collect or download the tender document, the briefing session details (and whether attendance is compulsory), the submission address and method, and, most critically, the closing date and time, after which no bid is accepted for any reason. The tender document behind the advert adds the specifications, conditions of contract, evaluation criteria and the SBD returnable forms your bid must include.

Read the invitation and document the day they publish; diarise the briefing immediately if it is compulsory; resolve queries through the named contact in writing; assemble the compliance pack (CSD report, SARS tax pin, B-BBEE certificate or affidavit, signed SBD 4 and 6.1 forms and any sector certificates) and price against the specification, not assumptions. Late, unsigned or incomplete bids are rejected without evaluation, which is how most first-time bidders lose before they start.
