Appointment of technical consultants to support the DSTI in assessing applications and progress reports for the research and development tax incentive programme for a period of three years

The Department of Science, Technology and Innovation (DSTI) in Gauteng is seeking to appoint technical consultants to support the assessment of applications and progress reports for the Research and Development (R&D) Tax Incentive Programme. This programme aims to stimulate private sector investment in R&D. Up to 15 consultants will be appointed for a period of three years. Consultants will provide independent, objective, and evidence-based assessments, including technical analysis and written reports. Bidders must be registered on the Central Supplier Database and submit all required SBD forms. The evaluation process includes functionality, presentation, and price. Proposals must be submitted electronically on a USB and as one hard copy by 11:00 on 21 September 2026.

Scope of work

• Undertake technical analysis of R&D Tax Incentive Project Applications to ascertain if R&D activities meet legislative requirements and provide expert opinions.(Tag A_Terms of Reference for RD Ta..., section start)
• Prepare written reports with recommendations for R&D Tax Incentive Project Applications, supported by technical analysis and prior-art investigations.(Tag A_Terms of Reference for RD Ta..., section start)

How to submit

• Proposals must be submitted by 11:00 on 21 September 2026 in the form of an electronic version (USB) and 1 original hard copy.
• All bids must be deposited in the Tender Box located at the reception area of the Department of Science and Innovation (DSTI) at CSIR Building no 41, Scientia Campus, (CSIR, South Gate Entrance), 627 Meiring Naude Road, Brummeria, Pretoria, 0184.
• The proposal must be clearly marked with Bid No: DSTI01/2026-27, Description: R&D tax incentives, Bid Closing date and Time: 21 September 2026 at 11:00, and Name and Address of Service provider.
