EVALUATION FOR MANDATORY CRITERIA 8.1.1 The proposed facilitator must possess, as a minimum, a bachelor’s degree (NQF Level 7) in Public Management, Business Administration, Strategic Management, Public Policy, Economics, Development Planning, Monitoring and Evaluation, or a related field. Proof of qualification must be submitted. 8.1.2. The proposed facilitator must have a minimum of seven (7) years' experience in strategic planning and facilitation. The bidder must submit the facilitator's CV and at least three (3) reference letters for similar assignments completed within the past five (5) years." 8.1.3.
