Appointment of a Single Estate Agent, Property Management Company, Accommodation Provider, or Service Provider for the Provision and Management of Accommodation Services for at least 90 NECSA Learners Placed at Skills Development Centres, Colleges, On-the-Job Training Companies for a period eleven (11) months.

What this tender is about

The South African Nuclear Energy Corporation Limited (NECSA) is seeking a qualified Estate Agent, Property Management Company, Accommodation Provider, or Service Provider to manage accommodation for at least 90 learners. These learners will be placed at Skills Development Centres, Colleges, and On-the-Job Training Companies across South Africa for a period of eleven months. The service provider will be responsible for sourcing, securing, managing, and administering suitable, safe, and legally compliant accommodation. The maximum allowable rate is R5,500.00 per learner per month, inclusive of VAT. Bids must be submitted by the closing date of 28 October 2026 at 11:00 AM. A non-compulsory clarification meeting will be held online via MS Teams on 9 October 2026 at 09:00 AM.

Scope of work

• Source, secure, manage, and administer accommodation for up to 98 NECSA learners participating in skills development programmes across South Africa for 11 months.
• Ensure accommodation is suitable, safe, secure, and legally compliant, including utilities and furnishings, and located close to training institutions.
• Manage lease agreements, landlord relationships, learner check-in/check-out, and provide monthly occupancy reports.
• Address accommodation-related complaints, incidents, and emergencies, and maintain accommodation standards throughout the contract.

How to submit

• Bid responses must be submitted in two envelopes: Envelope One for the Technical Proposal (2 hard copies and 1 electronic copy) and Envelope Two for the Pricing Proposal (1 hard copy and 1 electronic copy). No pricing information in Envelope One.
• Bids must be deposited in the bid box at Necsa Gate 3, R104 Elias Motsoaledi Street (Church Street West Ext), Pelindaba, 0240 by the closing date and time.
• The physical size of the Bid Response must be limited to 400mm x 100mm x 150 mm.
• All bids must be submitted on the official forms provided and not re-typed.
