Appointment of a Service Provider for the Analysis, Design and Development of the National Digital Human Settlements Management System (NDHSMS) for the Department of Human Settlements for a Period of Thirty-Six (36) Months

What this tender is about

The State Information Technology Agency (SITA) is seeking a service provider to analyse, design, and develop the National Digital Human Settlements Management System (NDHSMS) for the Department of Human Settlements. This system aims to replace the current Housing Subsidy System, improving efficiency, transparency, and accountability in managing human settlements, housing subsidies, project tracking, and beneficiary lists. The contract duration is thirty-six (36) months. A compulsory virtual briefing session will be held on 28 October 2026. Bids must be submitted electronically via the SITA-Supplier Oracle ERP portal by 11:00 am on 12 November 2026. Late submissions will not be accepted. All bids must be on the official forms provided and signed by an authorised representative.

Scope of work

• Analysis, design, and development of the National Digital Human Settlements Management System (NDHSMS).
• Development of modules including User Access Management, Beneficiary Management, Land Management, Infrastructure Management, Project Management, Financial Management, Reporting & Analytics, and Communication & Stakeholder.
• Implementation of offline capability and data migration from legacy systems.
• Integration of Artificial Intelligence for reporting, claims processing, and predictive analytics.
